罗马尼亚婚姻定义修宪公投 决定是否禁止同性婚姻

当地时间2018年10月6日,罗马尼亚布加勒斯特,罗马尼亚举行为期两天的全民修宪,决定是否将宪法中婚姻的定义从“配偶结合”改为“一男一女结合”。

西方人士认为,罗马尼亚针对婚姻定义举行修宪公投,凸显出东欧和西欧对同性恋的观念差异和分歧。

依据该国宪法规定,倘若登记选民投票支持率超过30%,公投则获得通过。罗马尼亚同性恋社团组织认为,该项公投将使同性恋盾形于二等公民。倘若公投获得通过,从此将关闭了罗马尼亚同性婚姻合法化的大门。

反观西欧国家,2001年,荷兰成为了全世界首个允许同性举行世俗婚礼的国家。随后,比利时、英国(北爱尔兰除外)、丹麦、芬兰、法国、德国、冰岛、爱尔兰、卢森堡、马尔他、挪威、葡萄牙、西班牙和瑞典等15个国家,相继承认了同性恋民事结合。随后一些国家逐步已将同性婚姻合法化。

在西欧国家中,意大利、瑞士、捷克、希腊、匈牙利、罗埃西亚、赛普勒斯等国,目前允许同性恋民事结合,尚未将同性婚姻合法化。斯洛维文亚也是允许同性恋民事结合的国家。2015年,该国就同性婚姻合法举行公投,遭到了大部分公民的反对。

在东欧国家中,2018年6月,捷克政府支持同性婚姻立法草案,使捷克有望成为欧盟第一个同性婚姻合法化的东欧国家。目前,在东欧的大多数国家中,还禁止同性恋进行民事结合,更不允许同婚。保加利亚、拉托维亚、立陶宛、波兰、罗马尼亚和斯洛伐克等国,同性恋则完全禁止组成家庭。

西欧国家在解禁同性恋行为、同性恋进行民事结合的同时,奥地利、比利时、英国、丹麦、法国、德国、马尔他、荷兰、西班牙和瑞典等国,目前已获准同性恋婚姻和民事结合的同性伴侣,拥有领养孩子的权利。而芬兰、斯洛文尼亚等东欧国家,只允许同性收养伴侣的亲生子女。
